Gail A. Corrigan, President

Environmental Chemist/Regulatory Specialist


With previous experience working as a regulator for the Texas Commission on Environmental Quality (TCEQ), an environmental manager for an industrial facility, and a project manager for an engineering consulting firm, Gail Corrigan formed Corrigan Consulting, Inc. in May 1986. Ms. Corrigan now has over 20 years of experience and is well known in Texas for her hazardous waste regulatory expertise. Under contract with Texas A&M University Engineering Extension Services, she developed and instructed two Hazardous Waste Management Courses on a monthly basis throughout Texas for five years. Ms. Corrigan has directed the company in completing over 500 projects for a wide variety of clients, providing quality control to ensure client satisfaction and setting the management philosophy to ensure a good work environment for our staff.

 

She has directed a wide variety of site investigations and remedial actions at industrial, commercial and Superfund sites. She has directed and provided litigation support on hundreds of Environmental Site Assessments (ESAs) and serves on the ASTM E-50 Committee on developing the ESA Standards. She assisted the City of Houston to develop a specialized ESA standard for infrastructure work and has developed a standard format for conducting ESAs of linear projects for Houston METRO. Ms. Corrigan has also directed NEPA environmental analyses in support of many projects funded by local, state and federal government agencies.

 

In 1985, Ms. Corrigan founded the Texas Hazardous Waste Management Society, and served as the President during the first year, growing the organization to over 400 members. She continued to serve on the Board of Directors from 1986 to 1990. In 1993 to 1994, Ms. Corrigan served on the Professional Certification Task Force for the Hazardous Waste Action Coalition (HWAC), a coalition of the American Consulting Engineers Council (ACEC). She was then nominated to serve as the first small business owner to serve on the HWAC Board of Directors in 1995. Ms. Corrigan is a regular speaker at conferences, professional meetings, universities and civic organizations.

Senior Associate


Mr. Voran has over 20 years of experience in environmental consulting, geological consulting, and the petroleum industry, and has been a Senior Associate with CCI since 1991. Mr. Voran has managed the firm’s multi-site task order contracts including the City of Houston, Houston METRO, Texas Commission on Environmental Quality (TCEQ), Texas Railroad Commission (RRC), Texas Department of Transportation (TxDOT) and the U.S. Postal Service. His personal commitment and involvement in the work is directly responsible for these clients awarding CCI many repeat contracts.

 

Mr. Voran directs the firm’s work on leaking petroleum storage tank (LPST) sites and Phase II Environmental Site Assessments (ESA’s), including site investigations, evaluation of sites, risk assessments, and soil and groundwater remediation. Mr. Voran has managed hazardous waste site investigations and corrective action projects for industrial clients, and established clean-up goals using risk assessment procedures. He has managed Phase I and II ESA projects for single parcel property and roadway rights-of-way acquisitions as well as multi-city block acquisitions to support Houston METRO’s light rail projects and large corridor projects such as the Kelly Parkway Corridor project that involved analyzing the environmental conditions along 8 different roadway alignments.

 

He has closed sites under the Risk-Based Corrective Action (RBCA) and Texas Risk Reduction Program (TRRP) rules. He has also completed investigations and regulatory closures for Brownfields sites and obtained certificates of completion under the Voluntary Cleanup Program (VCP). He has also served as an expert witness on several cases that had a positive outcome for our clients.

Gary L. Kratochvil, P.G., CAPM

Senior Associate


Mr. Kratochvil has more than 30 years of professional experience including 20 years in geology, hydrogeology, and environmental consulting. He specializes in RCRA and CERCLA corrective action projects and has managed or directly conducted numerous RCRA Facility Investigations (RFIs)/Affected Property Assessments and Reports (APARS) under the Texas Risk Reduction Program (TRRP), Corrective Measures Investigations (CMIs), and Risk-based Closures. He has also prepared RCRA Groundwater Compliance Plans and Hazardous Waste Permit Applications and conducted Phase II Environmental Site Assessments. He has implemented remedial actions at CERCLA and RCRA facilities including petroleum refinery and chemical plants and at Superfund sites. His experience in conducting environmental investigations and remedial activities and risk-based closures has included commercial, industrial, and government clients.

 

Recent RCRA corrective action projects have involved statistical determination of site-specific background concentrations for constituents of concern and both simple and stratified-random sampling protocols. Cone Penetrometer Test and expedited direct-push sampling programs are typically used to develop conceptual stratigraphic models to guide extensive groundwater investigations involving DNAPL, heavy metals, and petroleum hydrocarbon constituents. Interim corrective measures have also been implemented at several locations to establish hydraulic control of groundwater plumes and mitigate potential off-site migration. On-going TRRP projects require constant monitoring of new TCEQ guidance documents.

 

Prior to environmental consulting, Mr. Kratochvil was a Lieutenant Colonel in the U.S. Army where he served as Associate Professor of Geology at the U.S. Military Academy at West Point. He has also served as Science Advisor to NASA’s Corps of Astronauts at the Johnson Space Center. He has a distinguished list of publications in the field of geology from 1978 to 1996.

Jeffrey S. Haag, P.G.

Senior Project Manager


Mr. Haag is a professional geologist with 33 years of professional experience in the design, implementation, and management of projects relating to hazardous and solid waste characterization and remediation; large-scale geologic mapping for facility and right-of-way projects; groundwater studies; environmental compliance and permitting; and geotechnical construction projects.  He has served as senior project manager/senior technical author for a wide variety of environmental projects for chemical and petrochemical facilities, pipelines, terminal and port facilities as well as various government and military agencies as the USEPA, US Army Corps of Engineers, US Air Force, and the US Department of Energy.   Mr. Haag has also managed projects in Trinidad and St. Eustatius, West Indies and in Venezuela, South America.  Due to his extensive and varied project experience as a Senior Project Manager, Mr. Haag also oversees implementation, documentation, and quality control review of CCI’s standard operating procedures.

 

In addition to Mr. Haag’s role as Senior Project Manager, he serves as the company’s Health and Safety Coordinator and is responsible for review and approval of all project health and safety plans prior to implementation.

C. Scott Davis

Manager, Natural Resources Division

Mr. Davis is an environmental scientist with a broad background within the engineering, environmental and natural resource consulting sector. His scientific acumen combined with an in-depth knowledge of regional, state and federal environmental regulation and policy provides a strong foundation to develop and execute fundamentally sound environmental strategies, responses and solutions for a diverse clientele. This clientele includes mining interests, federal agencies, the military, energy providers, water resource management authorities, local governments and the development community. Across the spectrum of this clientele Mr. Davis has performed a number of services to ensure proper compliance with a variety of federal environmental regulations required under the CWA, ESA, NEPA, MMPA and others, as well as those regulations required by states and local governments. Services performed have included natural resource management planning, constraint analysis, cumulative impact analysis, wetland evaluation, Section 7 consultations, and environmental resource permitting. He has managed numerous environmental assessments including large-scale jurisdictional wetland determinations, preliminary evaluations in support of dredge and fill and other comprehensive environmental investigations where effective management of staff, equipment and subcontractors is crucial to the ultimate success of the project.

As a Professional Wetland Scientist and a recognized authority on wetlands identification characterization and assessment, Mr. Davis has provided the highest level of professional environmental consulting expertise in the fields of wetland and forest ecology, eco-system restoration, habitat conservation, impact assessment and mitigation as well as the permitting and reporting associated with projects that have proposed significant environmental impacts.  Mr. Davis has a demonstrated history of integrating wetland resource management as part of the development of other natural resource planning objectives. He currently manages the firm’s Natural Resource Division.
