Gail A. Corrigan, President

Environmental Chemist/Regulatory Specialist

With previous experience working as a regulator for the Texas Commission on Environmental Quality (TCEQ), an environmental manager for an industrial facility, and a project manager for an engineering consulting firm, Gail Corrigan formed Corrigan Consulting, Inc. in May 1986. Ms. Corrigan now has over 20 years of experience and is well known in Texas for her hazardous waste regulatory expertise. Under contract with Texas A&M University Engineering Extension Services, she developed and instructed two Hazardous Waste Management Courses on a monthly basis throughout Texas for five years. Ms. Corrigan has directed the company in completing over 500 projects for a wide variety of clients, providing quality control to ensure client satisfaction and setting the management philosophy to ensure a good work environment for our staff.


She has directed a wide variety of site investigations and remedial actions at industrial, commercial and Superfund sites. She has directed and provided litigation support on hundreds of Environmental Site Assessments (ESA’s) and serves on the ASTM E-50 Committee on developing the ESA Standards. She assisted the City of Houston to develop a specialized ESA standard for infrastructure work and has developed a standard format for conducting ESA’s of linear projects for Houston METRO. Ms. Corrigan has also directed NEPA environmental analyses in support of many projects funded by local, state and federal government agencies.


In 1985, Ms. Corrigan founded the Texas Hazardous Waste Management Society, and served as the President during the first year, growing the organization to over 400 members. She continued to serve on the Board of Directors from 1986 to 1990. In 1993 to 1994, Ms. Corrigan served on the Professional Certification Task Force for the Hazardous Waste Action Coalition (HWAC), a coalition of the American Consulting Engineers Council (ACEC). She was then nominated to serve as the first small business owner to serve on the HWAC Board of Directors in 1995. Ms. Corrigan is a regular speaker at conferences, professional meetings, universities and civic organizations.

Roxie L. Voran, P.G., CAPM

Senior Associate

Mr. Voran has over 20 years of experience in environmental consulting, geological consulting, and the petroleum industry, and has been a Senior Associate with CCI since 1991. Mr. Voran has managed the firm’s multi-site task order contracts including the City of Houston, Houston METRO, Texas Commission on Environmental Quality (TCEQ), Texas Railroad Commission (RRC), Texas Department of Transportation (TxDOT) and the U.S. Postal Service. His personal commitment and involvement in the work is directly responsible for these clients awarding CCI many repeat contracts.


Mr. Voran directs the firm’s work on leaking petroleum storage tank (LPST) sites and Phase II Environmental Site Assessments (ESA’s), including site investigations, evaluation of sites, risk assessments, and soil and groundwater remediation. Mr. Voran has managed hazardous waste site investigations and corrective action projects for industrial clients, and established clean-up goals using risk assessment procedures. He has managed Phase I and II ESA projects for single parcel property and roadway rights-of-way acquisitions as well as multi-city block acquisitions to support Houston METRO’s light rail projects and large corridor projects such as the Kelly Parkway Corridor project that involved analyzing the environmental conditions along 8 different roadway alignments.


He has closed sites under the Risk-Based Corrective Action (RBCA) and Texas Risk Reduction Program (TRRP) rules. He has also completed investigations and regulatory closures for Brownfields sites and obtained certificates of completion under the Voluntary Cleanup Program (VCP). He has also served as an expert witness on several cases that had a positive outcome for our clients.

Gary L. Kratochvil, P.G., CAPM

Senior Associate

Mr. Kratochvil has more than 30 years professional experience including 20 years in geology, hydrogeology, and environmental consulting. He specializes in RCRA and CERCLA corrective action projects and has managed or directly conducted numerous RCRA Facility Investigations (RFIs)/Affected Property Assessments and Reports (APARS) under the Texas Risk Reduction Program (TRRP), Corrective Measures Investigations (CMIs), and Risk-based Closures. He has also prepared RCRA Groundwater Compliance Plans and Hazardous Waste Permit Applications and conducted Phase II Environmental Site Assessments. He has implemented remedial actions at CERCLA and RCRA facilities including petroleum refinery and chemical plants and at Superfund sites. His experience in conducting environmental investigations and remedial activities and risk-based closures has included commercial, industrial, and government clients.


Recent RCRA corrective action projects have involved statistical determination of site-specific background concentrations for constituents of concern and both simple and stratified-random sampling protocols. Cone Penetrometer Test and expedited direct-push sampling programs are typically used to develop conceptual stratigraphic models to guide extensive groundwater investigations involving DNAPL, heavy metals, and petroleum hydrocarbon constituents. Interim corrective measures have also been implemented at several locations to establish hydraulic control of groundwater plumes and mitigate potential off-site migration. On-going TRRP projects require constant monitoring of new TCEQ guidance documents.


Prior to environmental consulting, Mr. Kratochvil was a Lieutenant Colonel in the U.S. Army where he served as Associate Professor of Geology at the U.S. Military Academy at West Point. He has also served as Science Advisor to NASA’s Corps of Astronauts at the Johnson Space Center. He has a distinguished list of publications in the field of geology from 1978 to 1996.

Perry C. Mann

Senior Program Manager

Mr. Mann has over 25 years experience in environmental engineering and consulting, and regulatory compliance. As Senior Program Manager of Compliance Services, he directs the firm's permitting, compliance and auditing services related to RCRA, CERCLA, CWA and TSCA compliance. Mr. Mann gained valuable insights into regulatory compliance processes, and successful agency communications and negotiations with state and federal regulatory authorities from his prior work experience (6 years) with Illinois EPA, Land Pollution Control.


Mr. Mann has served as regulatory consultant for a wide variety of chemical and manufacturing facilities in Texas. Specific project activities include: Hazardous Waste TSD Permit applications and renewals; waste storage/disposal facility closures; waste inventory & minimization program implementation; RCRA Personnel Training, Agreed Compliance Order negotiations, no migration petition/permitting for hazardous waste disposal wells; NPDES stormwater and NESHAP permits; negotiations with USEPA USFWS, and NOAA risk assessment personnel developing reasonable cleanup goals that mitigate both human health and ecological risks.


He has extensive experience conducting compliance audits at a wide range of facilities. He has performed regulatory compliance audits at more than 100 landfills and 20 RCRA hazardous waste management facilities including oil refineries, petrochemical facilities, and various manufacturing plants as well as commercial hazardous waste disposal facilities, and recycling facilities.


As a hydrogeologist, Mr. Mann has designed and implemented soil, sediment, and groundwater contamination assessments approaches for a host of inorganic and organic contaminants including LNAPLs and DNAPLs in a variety of geologic settings at both industrial sites and DOE and DOD facilities. He has also served as program manager directing multi-disciplined large scale RCRA, CERCLA, and TSCA investigations, remediations for a number of Fortune 500 companies and governmental agencies.

Steve E. Walls

EcoResource Services Manager

Mr. Walls has 30 years of professional experience, including nearly 13 years as an environmental scientist for the US Army Corps of Engineers (USACE), and over 15 years as a professional wetland consultant. Mr. Walls has extensive experience in planning, designing, and overseeing construction of wetland restoration and compensation projects. He also has extensive experience in the National Environmental Policy Act (NEPA) documentation process and the Endangered Species Act. He has won numerous awards for his service throughout his career, including recognition from the Society of Wetland Scientists. Mr. Walls was one of seven wetland scientists selected nationally to serve on the original SWS certification committee, developing the professional certification standards, and served two terms on the certification review panel. Mr. Walls served as USACE representative to review and advise the Virginia DOT on transportation projects requiring Section 404 wetland permits. Mr. Walls also reviewed all federal dredging and fill projects to assure consistency with NEPA guidelines and the USACE regulatory policies.


Mr. Walls’ experience includes over 12 years with the USACE where his duties included wetland identification and delineation, the preparation of wetland environmental assessments, pre-application consulting for wetland planning, endangered species identification and consultation, and preparation of wetland mitigation and restoration plans. He has reviewed and assessed thousands of projects requiring issuance of Federal 404 and Section 10 permits. Mr. Walls was also responsible for implementing management initiatives and policy issues.


He has extensive experience in endangered species coordination and consultation. He has successfully acquired taking permits from the U.S. Fish and Wildlife Services and Virginia Department of Game and Inland Fisheries for removal of an eagle nest at Norfolk Airport. He also has experience with the T&E species in Texas.


Mr. Walls was selected as the USACE representative for an interagency mitigation task force to develop mitigation guidelines for the Chesapeake Bay region. He also served as a technical advisor for mitigation issues and agency coordination for the Norfolk District USACE and Virginia Department of Environmental Quality.
